Spanish residents can now apply for the ICC: what you need to know

What is the ICC?

The International Certificate of Competence (ICC) is an internationally recognised certificate allowing operators of pleasure craft to navigate in coastal or inland waters. It confirms that the holder has the necessary skills and knowledge to operate a boat safely. The Royal Yachting Association (RYA) is authorised by the UK Maritime and Coastguard Agency (MCA) to issue this certificate.

The ICC is available in three categories:

  • Sail
  • Power (split into under 10m and over 10m LOA)
  • Personal Watercraft (PWC)

It may also carry an inland endorsement if the applicant passes the CEVNI test, which covers inland waterway regulations.

Great News for Spanish Nationals and Residents

Until recently, the ICC issued by the RYA was only available to British nationals and residents, and to nationals of countries outside the UNECE. Now, due to changes in RYA’s authorisation by the MCA, Spanish nationals and residents are eligible to apply.

This is especially helpful for residents in Spain who may not be fluent in Spanish and would prefer completing certification in English via the RYA system.

How Can You Get Your ICC?

There are two main routes:

  1. Via RYA Training Courses
    • PWC (1 day)
    • Powerboat Level 2 (2 days)
    • Day Skipper (4–5 days), motor or sail

Upon completion of any of these courses, students are eligible to apply for the ICC through the RYA.

  1. Via Direct Assessment
    • Experienced boaters may take an ICC direct assessment at an RYA training centre, like Aigua Sea School in Palma.

You’ll need:

  • Course completion certificate or proof of experience
  • Proof of nationality and/or residency
  • A passport-style photo

Inland vs. coastal waters: what’s the difference?

The ICC can be endorsed for either coastal or inland waters (or both).

  • Coastal waters require knowledge of the COLREGs (Collision Regulations)
  • Inland waters require passing the CEVNI test

The CEVNI test can be completed online via Aigua or other RYA centres, and preparation materials are available through the RYA.
